Leonard Mungarulire is based out of Kigali, Rwanda. He has over 20 years’ experience at the intersection of technology policy, regional integration, private sector development and policy formulation/implementation; actively promoting an environment for economic growth in developing countries. Since joining Dalberg Advisors in 2020, Leonard has served clients in the development, social/philanthropy sectors, private, and public sectors in Africa. He works with clients and on projects with a focus on inclusive business development; digital economy and transformation; education to employment, and green economy.
Prior to Dalberg, Leonard worked with the International Trade Centre (ITC). He also worked with the Ministries of Trade, Industry and East African Community on initiatives aimed at connecting Rwanda to regional and global markets. Leonard began his career in Academia before transitioning to management consulting where he served clients in Rwanda and in South Sudan supporting them to articulate economic, private sector and industrial development strategies. In 2011, Leonard co-led the development of Rwanda’s 3rd ICT Strategy and Policy, which was a turning point for him and his interest and curiosity in everything digital transformation, artificial intelligence and other emerging trends in the digital economy space. It is this hands-on experience working alongside partners in Government, social and private sectors that fuels his passion for development and social impact work, particularly in Africa where there is a renewed sense of purpose and optimism to accelerate and deepen integration and markets.
Leonard holds a Master of Public Administration from Harvard Kennedy School. He is a founding board member of the World Economic Forum, Centre for the Fourth Industrial Revolution (C4IR) Rwanda, and also serves on the board of Access Bank, Rwanda and the Kenya Climate Innovation Centre (KCIC). He also serves on the Investment Committee of Beneficial Returns, an Impact Fund based in San Fransisco, USA. Leonard lives in Kigali with his wife and two sons.
